The EU's Special Envoy on Sanctions, David O'Sullivan, has revealed that the economic impact of Western sanctions on Russia is 'significant'. In an exclusive interview, O'Sullivan discussed the ongoing conflict between Russia and Ukraine, highlighting the challenges of maintaining the sanctions regime. He emphasized that while sanctions are not a 'silver bullet', they have had a notable effect on the Russian economy, particularly in the energy sector. However, he also noted that the Russian government has been able to adapt and find ways to circumvent the sanctions, such as through the use of 'shadow fleet' ships to transport oil to export markets in China and India. Despite this, O'Sullivan expressed confidence that the EU's efforts to counter these efforts are making a difference. He also addressed the criticism from the US that the EU is not doing enough, defending the EU's trade deal with India and pointing to the EU's sanctions on Indian refineries and its ban on imports of refined products made from Russian crude. O'Sullivan's team is focused on 300 critical products that do not require export licenses, and he emphasized the importance of raising awareness among EU member states about the potential for western technology to be sold to foreign distributors who then supply goods to Russia. He concluded by stating that while the problem has not been completely eliminated, it has been reduced, and that the EU is committed to continuing its efforts to support Ukraine and counter Russian aggression.
